Business Advisory Services (BAS)

BAS enables micro, small and medium-sized enterprises (MSMEs) to access a diverse range of consulting services by facilitating projects with local consultants on a cost sharing basis. Direct assistance to enhance enterprise performance is combined with systemic market development activities to create sustainable and commercially viable infrastructures of MSMEs support in the operations of bank countries. BAS operates on both the demand and supply side, emphasising the benefits of using external consultants to the enterprises and directly increasing supply and quality of local advisory services. BAS works closely with the Enterprise Growth Programme (EGP).
 
How BAS works
BAS projects last around four months and allow enterprises to develop and grow by enhancing their competitiveness, management, quality and strategic business planning. BAS is implemented through a field management structure, comprising teams of local nationals in each operation country. Currently, BAS has around 600 ongoing projects in 20 countries in South East Europe, Russia, Mongolia, Central Asia and the South Caucasus. BAS has utilised over 4000 local consultants, all screened and approved by the local offices, in which maintain a database of qualified consultants.

BAS project cycle 
1. Apply: Enterprise contacts BAS and a project terms of reference is developed
2. Select: Enterprise and BAS pick the most qualified local consultant and sign grant agreement
3. Implement: Project is carried out by the consultant with monitoring from BAS
4. Disburse: Enterprise confirms project implemented successfully, pays consultant and receives grant from BAS
5. Evaluate: BAS conducts an evaluation one year later to assess impact and progress made

BAS project areas 
Enterprises can apply for BAS assistance in the following areas:
•    Market analysis and planning: Market research, survey, strategy development, branding, promotional material, web site design
•    Development planning: Business and strategic planning, expansion/diversification planning, cost analysis, financial management
•    Feasibility studies
•    Partner search: Supplier, investor, customer search, procurement management
•  Reorganisation/restructuring: Organisational development, HR management, sales/distribution system, logistics management
•    Computerised financial/management information systems: Financial management information system, CRM or ERP systems
•    Agriculture: Crop, livestock and land management
•  Computerised manufacturing systems: Computer-aided design (CAD), computer aided manufacturing (CAM) packages, modelling
•   Engineering studies: Architectural planning/design, space optimisation, IT infrastructure design, machinery/equipment selection, installation
•    Quality management and certification: ISO 9000 – 27000, Hazard Analysis Critical Control Point (HACCP)
•   Energy efficiency and environment: Energy audit, renewable energy, environmental impact assessment, integrated pollution
BAS teams then help the enterprises identify a suitable consultant from the BAS database and provide the following support:
•   Project Development including enterprise diagnostics, matching enterprise needs with suitable advice, defining consultant assignments
•    Monitoring during project implementation
•    Flexible Grant: BAS contribution of 25 -75 per cent of the total net project cost, capped at €10,000.

The Grant Guideline Matrix is used in order to prioritise interventions to preserve the additionality. Higher grants may be given to projects involving certain types of advice where market supply is less mature, enterprises located in less developed or rural areas and Women in Business - projects.
How BAS projects are evaluated

Approximately 12 months after a BAS project is completed, a Project Evaluation Report analyses the benefits derived and its impact on the company. Indicators may include:
•    Improved market performance: increased sales; increased exports; introduction of new product line
•   Improved management effectiveness: increased turnover; increased productivity per worker; introduction of new organisational structure
•    Reduced costs: reduced production costs, labour productivity increases
•  Introduced quality management and certification: certification awarded; associated new business; internal organisational improvements
•    Improved environmental management: certification awarded; associated new business; reduced emissions or energy consumption
Projects are then rated accordingly on a scale of: Highly successful – Successful – Satisfactory – Unsatisfactory - Cancelled
A project’s final rating is based on two sets of evaluations: the implementation quality and the sustainable impact have had on the enterprise in relation to the objectives of project. The OECD Development Assistance Criteria (DAC) of project monitoring is incorporated into these evaluations, addressing a project’s relevance, efficiency, effectiveness, impact, and sustainability. BAS grants are only paid on satisfactory completion of a project.

Market development activities

A key requirement of Small Business Support is that the activities undertaken promote economic transition in a sustainable way and bring benefits that continue after assistance has been completed. BAS aims to develop a sustainable infrastructure of local business advisory services, contributing to the improved performance of the MSME sector once BAS exits from a country. By combining assistance at the enterprise level with market development activities, such as MSME and consultancy training, BAS could be able to support and develop local institutions, visibility and dissemination, and informed contribution to EBRD policy dialogue.
